Legislation enacted in 2013 amended the New York State labor\u00a0laws to make it possible for\u00a0the Department of Labor (DOL)\u00a0to share unemployment insurance (UI) data for certain purposes, including: evaluating program effectiveness, improving the quality or delivery\u00a0of\u00a0services, and establishing common case management systems among federal, state or local agencies delivering or supporting workforce services.<\/p>\n<\/div>\n

Thanks to the expertise and financial support of the NYC Center for Economic Opportunity (CEO), CCF’s four grantees – Cypress Hills Local Development Corporation, Fifth Avenue Committee, New Settlement Apartments, and St. Nicks Alliance – will be among the first nonprofits to access DOL data to improve their programs.\u00a0 \u00a0Through this work CEO seeks to develop a guide the City can use to help other non-profits build capacity to access administrative data.<\/div>\n
\u00a0[space_20]<\/div>\n
UI data-which includes employment status and wages- is considered the gold standard for outcomes and impact information for antipoverty initiatives.\u00a0 Often, programs are unable to track participants over time. The data can therefore give program managers the information they need to compare the benefits of different interventions for different populations, and, therefore, to refine their programs accordingly.<\/div>\n
\u00a0[space_20]<\/div>\n
MDRC, a social policy research organization which is conducting a formative evaluation of CCF, will provide technical assistance and act as the needed intermediary to transmit data from the State to the nonprofits. \u00a0The grantees are now working with MDRC to determine their research questions; MDRC also will help grantees to interpret the data once they receive their first data set in April.<\/div>\n

Jack Doyle, Executive Director of New Settlement Apartments wrote, “We are very excited about the promising opportunity to access DOL data. Initially our hope is to be able to use that data to not only better understand employment and earnings outcomes for those young adults who have participated in our Young Adult Opportunity Initiative and our College Access and Success Center, but also to assess our effectiveness and to consider how we might change or enhance our program models.”<\/div>\n<\/div>\n

MDRC’s third CCF evaluation brief, Delivering Coordinated Community-Based Services by Putting Networks Into Action, describes how\u00a0CCF\u00a0grantees’ service coordination efforts have helped to place individuals without extensive work histories in higher-wage jobs, to encourage first-generation college students to enter school and stay enrolled, and to get academically struggling students back on track, among other outcomes.\u00a0[space_20]<\/p>\n

Besides drawing on interviews with the grantees – St. Nicks Alliance, the Fifth Avenue Committee, New Settlement Apartments, and Cypress Hill Local Development Corporation – and quantitative data on outcomes from the grantees’ reports to the funders, this brief uses an analytic tool called social network analysis whose basic unit is the relation between services, rather than an individual or organization.\u00a0[space_20]<\/p>\n<\/div>\n

As illustrated in the brief, grantees have started to develop internal and external connections to deliver multipronged services to populations identified as being in particular need of them. For example, as in the case of Stronger Together’s partners – the Fifth Avenue Committee (FAC), Red Hook Initiative (RHI), Brooklyn Workforce Innovations (BWI), and Southwest Brooklyn Industrial Development Corporation (SBIDC) – they have created pathways for public housing residents to receive adult education services, benefits advocacy, and the preparation necessary for higher-skills training programs and employment. \u00a0[space_20]<\/div>\n<\/div>\n
